Norway to start auctions for 800, 900 and 1,800 MHz bands on 2nd December 2013.

The Norwegian Post and Telecommunications Authority (NPT) consulted on draft auction rules for the 800, 900 and 1800 MHz auction in August to September period. Based on the consultation responses, NPT and the Ministry of Transport and Communications jointly present a document summarising assessments and updates to the rules.

The final auction rules have now been published and the auction will start 2nd December 2013 and registration deadline is 15th November 2013.

The auction of frequencies in the 800, 900 and 1800 MHz bands will be conducted based on the overall framework and detailed regulation set out by the government, the Ministry of Transport and Communications (the Ministry) and NPT.

Although the overall framework was not part of the consultation, several comments where received concerning these parts. These comments have been assessed by NPT and the Ministry and the joint comments and conclusions are presented in this document.

After the consultation some changes and adjustments have been made to the draft auction rules and in the draft spectrum licences.
